Hello,
    I would like to thank all who responded.  It turns out, I was
incorrect
about the .e00 file format being open - it is a proprietary ArcInfo file
format.
 Many people suggested the import71 utility - which is stand alone
application(No ArcInfo needed) - but it produces ArcInfo coverages which
(for a
non-GIS user) is a more confusing file format - and is still
proprietary.
    The most useful response came from Don Browning who pointed me to a
Web Site
with a detailed explanation with examples - very informative.  The web
