DUTIES:

The incumbent stays abreast of developments in the field of remote sensing including the development of new technologies and sensors that would benefit the Division; recommends the adoption of new remote sensing technologies; defines requirements to improve and/or upgrade the analytical capability of the remotely sensed activities; manages the remote sensing budget; conducts analyses of LANDSAT, METSAT, SPOT, and other satellite imagery and meteorological data to define new procedures and techniques to assess specific crops or agricultural areas; and develops and conducts training programs for Division analysts on remote sensing procedures and techniques. Serves as the Division's first point of contact for highly technical problems regarding satellite imagery, remote sensing, and GIS. Domestic and foreign travel is required.

QUALIFICATION REQUIREMENTS:

Applicants must have successfully completed the requirements in paragraphs A or B below:

A. A full four-year course study in an accredited college or university leading to a bachelor's degree in physical science, engineering, or mathematics which included at least 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition, applicants must possess one year of specialized experience equivalent to the next lower grade in the normal line of progression in the Federal service. Specialized experience is that which is in or related to the line of work of the position to be filled and which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of this position

1. Knowledge of current and projected satellite platform/sensor technology such as AVHRR, Landsat, SPOT, and MODIS, MIZAR, Landsat 7, SPOT4.

2. Skill in visual and analytical multispectral imagery and ability to communicate requirements for automated support.

3. Knowledge in international digital data resources of weather, soils, precipitation, and agricultural boundaries.

4. Ability to deal with others (including oral communiation).

5. Ability to communicate in writing.
