Hi Jon.
If it is of any comfort to you, we have the same situation in Sweden.
Pricing and availability for publicly produced digital maps has set back
GIS use in Sweden several years.
And presently, the NLS (National Land Survey) are spending money on
spectacular VR&3D visualization gimmicks instead.
