Following my recent request for information regarding large(ish) scale map data for Saudi Arabia, I think the best summation I can give is that there isn't a lot out there...though I'm willing to be proven wrong even at this late stage!
 
The companies who can supply some data are as follows:
 
1. Geo Strategies of Romania who have data at 1:200,000 - sourced from old Russian mapping with updates. They supply in 100km x 100km tiles. They do not have the whole of the country as yet (but apparently working on it) but they do seem to be company with the most vector data available. Typically a 100km tile, say centred on Riyadh would cost �1900 sterling (so not that cheap!). This includes:
 
- Clutter classes: desert (sand), urban, suburban and water, all of them as polygons.
- Vector classes: important and secondary roads, major streets in Riyadh (no names available), rivers, railways and locality names, as polylines (respectively text).
- Relief background, geo-corrected (registered in MapInfo), in BMP format.

They can supply the data in MapInfo format.

2. ComputaMaps of South Africa have mostly raster data but do have "transportation vectors" (roads one assumes!). Their data is also from Russian Military mapping and comes at scales of both 1:200,000 (covering 1 degree x 40 minutes) and 1:100,000 (covering 30 minutes x 20 minutes).
 
The price of this data is $50 per sheet (though there is a minimum order of 50 sheets. The transportation vectors are $175 per sheet.
