I think the answer to your problem is by going to the "least squares"
adjustment.  I'm currently involved with upgrading the cadastre for
approximately 1300 kms of WA and the package that we are currently using
does this by the least squares method.  I'd be interested as to what you
think as my intention is to implement this adjustment within mapinfo in the
next six months.
