I don't know about 1970/80 free census data.  I have seen a couple of commercial options; at least for 1980 (CensusCD for instance), and I believe the Census Bureau sells the 1980 STF1A/3A CD-ROM's for $150.00/CD.

Search this site: http://www.ciesin.org/sitemapfr.html.  They used to keep the different Census STF data from the CD-ROM's in a server, where you could request and download data.
