Consider the Geometry Manager from MapInfo. 

It is a topology snapper and a slice and dicer for intersection.  It works
as a checker for most of MapInfo's topology issues.  It has been handy to
soften the  brutal reality you tend to run into during digitazation or after
importing data.  

The technology while not lightening in speed is reliable.  Its routines are
from the Spatialware project and they have performed as expected. I
undestand both MapBasic and MapX can execute it as well.  

If you have a large detailed job and/or do lots of map slice and dice then
its for you. 

It lists at $995 US but I think you might get it for quite a bit less via
Farmers Software at http:www.farmsoft.com.
