There is a Brazilian free GIS named Spring that can manege some spacial
stats functions. You can read about and download it in the following address:
http://www.dpi.inpe.br/spring/
It can't import mapinfo files but it can manage Arcview & Arcinfo formats.
I don't know if there is a English version, but you can verify by yourself.
