If you are outside the USA, you need to apply a different translation. I am in Canada and we do a lot of NAD translation for GIS customers. Using Save Copy As on an unprojected lat/long file just adds the projection information to the file without changing the actual coordinates. Double check the projection of your original file, and let me know if that solves the problem.
