An interesting addendum to the original question about whether miles or kilometers are used in Puerto Rico...the correct answer is...BOTH.
 
Distances are always expressed in kilometers but speed limits are expressed in MPH.  This was done after painful experience determined that many PR drivers were interpreting an 85 KMH (50 MPH) speed limit by the big numbers on their speedometers.  Gasoline is delivered in litters, but oil is in quarts and plantains are in pounds. Kids are measured in inches and so on and so on.
