Thanks for your question below about MapEdit. I have contacted the
manufacturers who have provided the following:
Only vectors, vector objects are georeferenced (provided with the
geographical coordinates). Usually geo coordinates are provided
before export to the target GIS format. Thus (just to clarify the item)you
can work even w/o any raster - just draw vectors (or import a
vector map), provide geo coordinates to the vector map, and export the
georeferenced vector map.
If speaking about scanned maps (etc.) vectorization - vectors are drawn
(automatically, semiautomatically, or manually) based on the
underlayed raster in relative raster coordinates. When you need to use more
then one raster you can join them using raster refer points that need not be
the georeference points, just be coincident points on rasters being joined.
Providing geocoordinates to the vector map can be performed at any moment of
vectorization process.
If speaking about space / aerial images processing - in this case a special
math methods are used to transform images to
take into consideration the orbital parameters, camera lens parameters,
etc.In this case the vector map should be pre gepreferenced before you begin
space image transformation.

I am interested in this topic also. If the raster image is already
georeferenced, does the vectorization process honor the referencing and keep
the correct coordinates? Alternatively, if the raster is not georeferenced,
how does one go about doing that and georeferencing the vectorized objects
for GIS.
