I do not think this is possible. There are some rotate-objects utilities
around, but they work poorly on this kind of objects. Why?
Ellipses, arcs and rectangles are to be considered as decorative map
elements, and are not to be used to describe real world objects.
Exception: cisterns or other circular buildings.

If you want this to happen while editing on screen, make sure the map
window setting 'Move duplicate nodes' is turned on in Options >
Preferences.
