Yes, and I cannot see how any image file format would be able to
accomodate a dynamic link to an Oracle database.
Remember that was also required.

But I am all in favour of svg, once the browsers will manage them
without the plugin.
Another (more common) file format is pdf, which also is scalable in a
sense and where the required plugin is much more common.
