Gavin,
What you can do is take all the intersection points. Use these points to
create Vorony polygons. Vorony polygons (also called Thiesen polygons)
represent the area where the associated point is the closest. The next step
is to determine in which polygons your search points fall (standard mapinfo
intersection functionality ). The intersection associated to the polygon is
the closest intersection.

Voronoy polygons from any point map can be created with Triangulator from
Mercator Geosystems. A free fully functional trial version of Triangulator
can be downloaded from www.mercatorgeo.nl.
