Malcolm,
Our PolyWiz product is produced specifically for this purpose. It
automatically builds all possible regions from the relevant line features
and matches with seed points to determine which polygons are buildings,
water areas and roads (the latter using the road centre-lines). You may
feed in a table of additional lines, for example to close gaps in road edges
or split the road layer into separate polygons.
