There is a new feature in MI Pro 6.0 called Objects Enclose which may help.
It will take a set of polylines, and produce a set of regions. Each
polyline need not form a closed object. The feature will take some set of
polylines (e.g., 3 or 4 polylines) and produce a region object that is a
closed space formed by those polylines. The results are always one polygon
per resulting region, and there is no data associated with the resulting
regions.
Since multiple polylines may be used to form the regions, it was difficult
to determine how to atomatically produce data for the result. Unlike
Splitting regions, where we can take an area-based proportion of the Target
object data, or combining, where we can simply sum or average the data, we
couldn't think of a straight forward data aggregation technique. We are
open to suggestions for future versions of MI Pro on this matter.
Hopefully, this new feature will prove useful to you and others.

Hi all,
We are looking to convert our Ordnance Survey 1250 landline data from
polylines into closed polygons/regions and then separate the data into new
datasets using the OS 'feature code' field (a numeric field).
Does anyone know of a mapinfo application (free or commercial) that will
enable us to carry this out in house and from within the mapinfo platform.
If it produces information that is compliant with British Standard BS7666
'the National Land and Property Gazetteer' all the better.
We are currently running ver 5.5 (upgrading to ver 6.0 soon).
