It has, in fact, rather little to do with missiles. Rather, this is
'normal' for a country where all mapping is in the hands of the military.
Somehow the jacks in uniform imagine that keeping 'walking around type
folks' from obtaining even the generalized sort of information usually
provided on 1/50000 topos will inconvenience a real enemy.
Try http://www.missingmaps.com. They list 1/50000 topographic sheets (
Russian Military Series) for between $75 and $145 a sheet.
