And I guess everybody knows by now that THE place to get free (excellent
quality) scanned 7.5' topo map pieces is at MapQuest:
http://www.mapquest.com/ (look for the "topographic maps" link on the
right)
And for you folks that are into SVG, you can tile the pieces in an SVG
script so that your customer can use his local browser as a mini-map server!
