I have not seen any evidence of free NTF translators but I got one ages back
from
Lundin Systems Limited @ http://www.mapshop.co.uk which is good for free as he
can do one or many tiles at one time
but divides landline into just two layers.
I had thought that the Academic community could access a free translator
through DIGIMAP (via http://www.edina.ac.uk).
But thats probably just a rumour
