You can do it in Layout with a "mask". Make a solid rectangle object
big enough so its borders are outside your printable area. Make another
one the size you want your frame and cut a hole in the first where you
want to see your map.
Place the constructed mask in front of the frame with the map in . The
map can then be moved around and have its scale changed without its
"apparent" frame moving. So for printing and appearance purposes you
have what you want. Other map components can sit in front of this mask.
A bit of a workaround I know, but I don't know what your ultimate aim is.
