Try Ian Johnson's Gridmake at the University of Sydney Resources site. I've
not used it for anything but square grids, but the description on the site
is promising:
Description:
GridMake create a rectangular grid (of lines or polygons) for a specified
area at a specified spacing. Polygons have blank tabular data fields
attached for elevation, slope, aspect and user-defined variables, for update
with CELLVECT (see below). Grid can be cartesian, projected or lat/long.
Output is in MapInfo MIF/MID format.

Subject: MI-L making a rectangular grid
>
> Hi everyone. I wish to construct a grid for my map using the MBX
> gridmaker program. I do not want the grid to be square, but rectangular
with dimensions of 3000-feet wide, by 2000-feet high. However I can only
seem to make grids either a perfect 3000x3000 or 2000x2000 and not the
3000x2000 that I want. Are there any tricks that people know of, or has
anyone made any changes to the gridmaker MBX program that will allow you to
set both the length and width dimensions?
