We use COGOline.MBX (included with MapInfo) and the snap function ('S' on 
the keyboard to toggle snap on and off). COGOline allows you to enter a 
bearing and distance for each line segment - very primitive but it works. 
The toughest part of entering a property description is figuring out 
(accurately) where the starting point is.

Most county folks in the US seem to use AutoCAD and an add-in program of 
some sort to automate the process - the add-in is able to 'read' text 
descriptions and input them to automatically build the polygons. I've been 
told that there still is a lot of surveying judgement required to deal with 
slivers and overlaps and non-closures. AutoCAD is also double-precision and 
MapInfo is not. But for 'casual' metes and bounds descriptions to get a 
graphic polygon for illustrative purposes, MapInfo has worked well enough 
for us.
