You can use the Alter ButtonPad command.  Simply put the following command
into your startup.wor file that can be found in the mapinfo root directory,
in my case c:\program files\mapinfo\professional\startup.wor

If this file does not exist then create one by opening mapinfo (and then
doing nothing, so you have an empty mapinfo workspace) and saving a
workspace with the name startup and put it in the mapinfo root.  Open it in
a text file and put the following command:

Alter Buttonpad abuttonpad Fixed ToolbarPosition(r, c)

Substitue the abuttonpad for the name of the buttonpad you wish to dock, so
if it were a mapinfo default such as the drawing tool pad you would
substitute "Drawing".  The r and c values are rows and columns.  0,0 would
be the top row and first toolbar, this place is usually already occupied by
the main tool pad.  Hope this helps, I use this method to dock all my
toolbars on startup!
