Jason, just increase the output size of the save-window-as. You can decrease the size of the image and increase resolution later with image manipulation software. I use PanitShopPro (www.jasc.com). I've successfully plotted A0 format at 150dpi through save-window-as. Although, the maximal size of the save-window-as is I think limited by your computer's memory.

The only thing I can suggest is that try save-window-as not in the layout window but map window and also if you choose a bigger font size for all the labels, bigger symbols sizes, lines etc. If you have already pursued this option then disregard this suggestion.
