It sounds like you need a book in Cartographic Technics rather than GIS. I
would recommend "Elements of Cartography" by Robinson, Sale, Morrison
etc (this is the pretty much the standard text book used in most
cartographic courses), it will give you plenty of practical instructions on
map creation and more. The latest edition is available online from any
Bookstore (B&N, Borders, Chapters, Books-A-Million etc, but it is very
expensive ($90+)....I suggest you try to get an older edition from  Ebay or
maybe one of the used bookstores.

There are other books available, but I don't know how good the content is.
