That's a third party component: the Virtual ToolKit Dll, the one MI uses for
providing 3D views,
along with, for example, LEAD52N.DLL, that is Lead Tools DLL for raster
handling, among others.

If you do a quick search on the web, you'll see what those dlls are able to
do, and what MI does with them (kinda using 0.001% of their
capacities... )... I don't know if this is a license agreement or a
deliberate will, but just have a look at leadTools dll capacities at
deforming rasters, for, by example, makin them just fit an undeformed vector
layer (just an example to medidate about).
