I got the same result when trying to use the UT to go from .e00 to MI.  I
managed to find a tool called 'ArcLink' which does the translation successfully.
I'm sorry I've forgotten where I got it from, but according to the 'About...' it
is produced by MapInfo Corp. Inc., so you should be able to get it from their
website.

I tried using thie univeral Translator tool and all I got from the import were
the bounds and tic files - No data.  There should have been a large number of
locations.  The
translation took a while to process and gave no errors.  Am not sure what is
going on.
