MapBasic is one of the slowest langauges available and not well suited for such a computation intensive task. But I can't think of anything which should make it impossible. But you would have to stick to small datasets since mapbasic only supports rather small datasets. Or perhaps calculation time / lack of patience becomes the limiting factor.
Thiessen polygons are also known as Voronoi polygons or natural neighborhood. You can find it included in ToolBox from RouteWare.
