Travis, You have to load a tool from the Tool Manager. Under the Tools menu select Tool Manager. >From the list check "Legend Manager". Create your thematic map and legend. Now when you go to the tools menu you will see an item called "Thematic Legend Manager". Under that menu choice you will see the option of "Embed Thematic Legend" The legend will now be embedded in the mapper window.
