Estimating a price for digitizing dense contour maps can be
difficult because the quality control issues figure more
significantly. With that many maps to do, you would probably do
best to work on an hourly rate, and keep in mind that a one-hour
error in estimating what it takes to do one map becomes 366 hours
by the end of the project. So quote an hourly rate, and offer a
better estimate after you do a few maps. This gives the client a
usable sample to appraise your work, and a reliable estimate of
the work involved, and a chance to re-evaluate the project before
they spend too much money. Otherwise, you're sticking your neck
out.

For one metric, a 1:24,000 scale quad in the Colorado mountain
areas takes about 3-4 days (8 hours/day at $65/hr) to digitize by
hand.
