I tried using UT from MapInfo for DGN to MapInfo conversion. I first converted a known mapinfo tab with attributes to dgn and the again converted the same to mapinfo tab. But I notice two problems:
1. It does not bring the co-ordinates 2. The attributes are also not converted.
