I have developed a stand-alone (Borland Delphi 4) app called Dashboard for
precisely this purpose.

You use Dashboard to send a periodic MapBasic command to a
running copy of MapInfo Pro, just as though you were typing it over and over
again in the MapBasic window.

In your, case you would configure Dashboard through its INI file to send the
command
       RUN MENU COMMAND 610
every four seconds, where 610 denotes the menu item Window>Redraw Window.
