The right button provides for "menus in context", a very nice productive feature appreciated by many users. If your change was adopted, it would require the abandonment of that feature or the use of a sophisticated cursor management that will change the button assignments depending not only of the context (type of window where the cursor is located) but of the active the tool itself. I do not know if that is feasible from an application; it might require modifying MI itself, but it would be an interesting solution for other situations (like when tracing...)
