I've developped some VB-code with MI-Pro, MI-Runtime and MapX. 
I've found that Runtime is a good option because it's hardly needed to develop an 
extra code for MI-Pro and MI-Runtime (they both use nearly the same, the main 
difference is how to invoke the instance of the application), while MapX code is very 
different.

MI-runtime requires a license, like Pro, that is unique for every computer. 
Some inconvenients of runtime are:
- It doesn't include any menu ( they can be created with some mapbasic code )
- It must be started with a MBX.
- It doesn't contain all the funcionality of Mapinfo (but I think it has all the user 
needs)
