I've developped some VB-code with MI-Pro, MI-Runtime and MapX. I've found that Runtime is a good option because it's hardly needed to develop an extra code for MI-Pro and MI-Runtime (they both use nearly the same, the main difference is how to invoke the instance of the application), while MapX code is very different.
MI-runtime requires a license, like Pro, that is unique for every computer.
