in an integrated mapping thing, i'd add your new layer, then find out the
number of layers, then there's a command called ORDER or something, i'll
look it up, but say you have 4 layers, it would be something like...

hold on, found it...

if you turn the MapBasic window on in MapInfo, then goto your layer control
and re-order the layers so the new layer you just added goes to the bottom,
you'll see something like this:

        Set Map Order 2,3,4,1
