Cathee, I've had a little involvement with web-based GIS mapping, my experience is limited but here goes:
For map representation: 1. SVG (XML subset) [vector map representation naturally is better (my opinion) than raster] For database/web integration: 1. MySQL (Lovely, cheap, friendly, fast web database) 2. Oracle (more sophisticated, more expensive) Programming Languages: 1. PHP (Works brilliantly with mysql) 2. Perl (Good all round "glue" language. It can tie together a myriad of different programming languages and applications) 3. Java (I have no direct experience but I would figure this as a must) 4. Javascript (great for dynamic effects and control) Naturally my experience is limited, you'll find much more useful information from dedicated experts. But for cost purposes, I've found perl, PHP, MySQL and SVG to be easy to pick up and very powerful if combined effectively. It does all depend on what you want to do and where you want you GIS web-mapping to start. check out: http://highways.wokingham.gov.uk/svginitdoc.html for a very basic SVG web-map (used only mapbasic, SVG, Javascript and HTML) You will need adobe SVG plugin from www.adobe.com for this to work. It's a basic intro into GIS web mapping, but it was create quite quickly and easily. It doesn't incorporate a database for information and mapping and as such it's static in nature.
