The UT in MapInfo is a subset of the FME translator.  You can do what
you want here with our FME product.  Visit www.safe.com to download a
free evaluation -- for your needs the "Desktop" edition would do the
trick.  Search our website and also the archives for details on running
FME in batch mode, I think you'll find what you want.  The FME Objects
developers API may also be of interest, that would give you complete
control to do what you need done -- more information on it, including a
quickstart, is available on our website as well.
