Eric, Sorry, I thought you wanted a line parallel to your selected line, not perpendicular to it. This voparallel tool lets you select a line, specify how many meters to offset it, specify right or left of the original, then draws an exact copy of the selected line parallel to it at the specified offset distance. I don't know of one single tool that creates perpendicular lines, but you could use the bearing.mbx to find the angle of your existing line, then use cogoline.mbx to draw a line at 90 degrees to it.
