MI-L Regsitering Raster Image

I'm trying to register a *.tif file into MapInfo. Usually I don't run into 
any problems, but I'm having difficulty with this one. In Allegan County, 
Michigan, along the shoreline, Ganges Township is giving me trouble. Once I 
register the image and bring the base map in, the base map becomes distorted 
and the image doesn't line up with the base map. I've registered almost all 
of the Townships and Villages along the shoreline without problems. I'm not 
sure if the problem is with the scanned in raster image, r if I'm entering 
the coordinates correctly. Any help?
