You definitely have enough information to build the correct Coordsys clause for this projection.
If this were a "modified" Transverse Mercator you might have a problem (MapInfo would have to hardcode the algorithm into MI Pro). But, from all indications on the MARIS website, this projection is an ordinary Transverse Mercator with ordinary parameters. Remember, to insert a projection into MAPINFOW.PRJ, the units parameter must be a number, as opposed to the name of the units. If you have more problems, post the Coordsys clause you built.
