  a "modolus 250 m" function when choosing between tic marks or distance
  annotation in labeling.

Jacques as usual had an answer. Great solution but I couldn't find how to 
annotate the ticks

  HATCH on our site www.paris-pc-gis.com/download.htm in the MLC section can
  add symbols as "ticks" on linear objects. As it produces a specific
  temporary table, one can add different kinds of ticks by changing starting
  offset and spacing on the same selected objects


However the following little gem suggested by Mark Neuhaus solved our problem of
ticking and annotating the polyline

  My computer didn't like the mbx, so I had to re-compile the mb source code 
  myself.  Works wonderfully for placing ticks along a polyline.  And it's FREE.

  Also a frequently requested program is there that selects objects by 
  drawing style.  Other neat stuff too.  Wonderful resource.
