And there are lots of existing application to be found either for free or for a few bucks, so I guess this assigment seems like quite a job. How many years do you have ;-)
As Jakob mentioned you can change the looks of MapInfo thru the MapInfow.mnu or thru an application made using MapBasic. You could also use VB, Delphi, C++ etc and use MapInfo thru integrated mapping. DDE is also a way to communicate with MapInfo and other software packages. To be more specific there are tools to be found covering allmost every business: Landuse, agriculture, CRM, Routing, 3D analysis, home land security, 911, registration of water pipes, sewer pipes and other kinds of pipes, printing, geomarketing, and so on ...
