MI-L Off Topic - Help with editing geotiff

I'm fairly new at working with editing geotiff images, and I have a
question regarding "clipping" them to geographic boundaries:
 
I need to make all the pixels in the geotiff that fall outside a vector
boundary a uniform color, such as black.  What software can I use to do
this?
