List Why not use space based weapon to track the cows and when we see sign of "Madness" using GPS signal, zig-zag partern, standing up and falling down, we could "Vaporise" them instantly...or what the heck...same a couple of billions and blame Canada! hehe Or even simplier...kill every cows before they reach 3 years old...
