Check out the Tools section under Metadata at http://www.fgdc.gov. The one called tkme (http://badger.state.wi.us/agencies/wlib/sco/metatool/tkme.htm) works pretty well and it's free, runs on Windows and Linux, includes source code and was designed by a USGS developer for US Govt metadata.
Going to ArcView is a step backwards. I still see lots of govt. generated shape files packing a metadata file, but it's seldom filled in.
