I think you'll find that depending on the organization, and whether it is government, private, or nonprofit, you'll find quite a variety in the way they classify their GIS - related positions. Some organizations don't even have GIS in the job title of people who use GIS daily (for example, at the USGS, we have very few folks with GIS in their job title, yet we have thousands of people who routinely use GIS).
