Go to Window Menu>legend Window.  In that mapper, Click on the legend to
select its frame and go to the style button and set background brush and
color.  If you really want some contrast, click the legend frame window in
layout and do the same thing, now the legend has one background color and
the frame holding it another.

Does anyone know of a way to change the background color of the legend
window in release 7.5?  Right now all I can get it to show is white - this
