Hello all - Problem about stretch solved.
There were two issues here. Projection assumptions and boundaries. The shapefile was a non-earth "projection" which is to say it was originally from an Illustrator file that made little attempt to be spatially accurate. My MI is set to read all new files as lat/long. When the non-earth shapefile was brought in assuming lat/long coordinates, it stretched. I did as Erin Rubio suggested and set Map>Options>Projection>Non-Earth, feet. Whoopee! It worked only I set the boundary coordinates too small. That led to the other problem where the file looked correct, but was truncated. By setting the Min x,y to a very small negative and the Max x,y to a very large positive everything finally came in correctly. Not used to working in lat/long I would have never suspected this and I'm new to MapInfo though not GIS. Ahh, the things you learn about programs when assumptions are made. I would have directly brought the dxf into MapInfo but MapInfo was taking each of the layers in the dxf and making separate tab files. Instead of vector transforming one file I would have to vector transform about 15 and none would have matching reference points hence the ArcView route. Alas, that's not working either. Thanks.
