Problem solved. Just want to share the fix to the list in case it may also
work for some of you. 

I don't have any CUSTSYMB folder under my username (I don't know why). All
the custom symbols I see are from the Program
Files\MapInfo\Professional\CUSTSYMB. I created a symbol in Paint with 32X32
pixels, 16 color bitmap with a file name XXXX1-32. Then alone didn't work.
Only until I saved it as one of the already existing file, e.g. HYDR1-32,
and made it HYDR2-32, then it finally showed up. I have no idea why but it
worked. 

A thousand thanks to those who've sent me advices. I really appreciate a
lot.
